Substitute resolution authorizing and directing the Commissioner of Public Works to execute a Revised Project Agreement between the City of Milwaukee and the Wisconsin Department of Transportation (WISDOT) for the reconstruction of South 6th Street from West Ohio Avenue to West Hayes Avenue in the City of Milwaukee with 80% Federal and/or State aid under the Surface Transportation Program.
Analysis
This resolution will approve and authorize the execution of a revised project agreement with the WISDOT for the reconstruction of South 6th Street from West Ohio Avenue to West Hayes Avenue. The revised agreement includes utility relocation as an eligible cost. The City share of this utility work is estimated at $8,840.

Whereas, The Common Council of the City of Milwaukee adopted File Number 990562 authorizing and directing the Commissioner of Public Works to execute an agreement with the WISDOT for programming the reconstruction of South 6th Street from West Ohio Avenue to West Hayes Avenue with 80% Federal and/or State Aid funds under the Surface Transportation Program; and
Whereas, This project agreement did not include a Utility Relocation phase; and
Whereas, The current roadway design calls for the removal of an abandoned railroad bridge to remove a vertical clearance restriction over the roadway; and
Whereas, AT&T owns a fiberoptic line on this bridge; the removal of this railroad bridge requires the relocation of the fiberoptic line; and
Whereas, AT&T's cost for utility relocation is compensable because their facility is located on the bridge by an easement with the railroad; and
Whereas, The City has requested and the WISDOT has submitted a Revised Project Agreement to include a utility relocation phase as a cost participating item (80%) for City execution; and
Whereas, Funding for utility relocation costs will be included in future resolutions; ...
