Analysis
This resolution refunds the special charges of $823.68 assessed to Alfred K. Kretschmer and Christine M. Kretschmer of 1509 North 59th Street for the removal of a diseased tree. The city of Milwaukee removed the tree on October 23, 2000, when Ms. Lenore Wrege owned the property. The Kretschmers purchased the property on October 1, 2001. The charge for tree removal was not discovered in a title search because the Department of Public Works (DPW) had not posted the charge until late 2001. The two charges of $411.84 each appeared on the Kretschmers' tax bill in 2002, which they paid. They believe they are not responsible for the charges and request a refund.

Whereas, The Department of Public Works removed a diseased tree from the property located at 1509 North 59th Street on October 23, 2000, at a total cost of $823.68; and
Whereas, The owner of the property at the time of the tree removal was Ms. Lenore Wrege; and
Whereas, Alfred and Christine Kretschmer purchased the property on October 1, 2001, nearly a year after the tree was removed; and
Whereas, The department had a backlog of service charges to be processed and as a result, the charges were not posted on the tax bill for the year 2000; and
Whereas, At the time of purchase, the title company's title search did not reveal the charges; and
Whereas, The Kretschmers paid the charges, but they believe they are not responsible for the charges and request a refund; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officers are authorized and directed to refund the tree removal charges of $823.68 to Alfred and Christine Kretschmer at 1509 North 59th Street; and, be it
