Title

Substitute resolution relative to application, acceptance and funding of a United States Department of Housing and Urban Development Neighborhood Initiative ("NI") Grant, a United States Department of Housing and Urban Development Economic Development Initiative ("EDI") Grant and a Sixteenth Street Community Health Center Grant to conduct planning, design, engineering and site preparation activities in the Menomonee Valley.

Analysis

This substitute resolution authorizes the City of Milwaukee, Department of City Development, in conjunction with the Department of Public Works, to accept and fund a United States Department of Housing and Urban Development NI Grant in an amount not to exceed $1,200,000, a United States Department of Housing and Urban Development EDI Grant in an amount not to exceed $670,613 and a Sixteenth Street Community Health Center Grant in an amount not to exceed $60,000 to support the Department of Public Works' Amendment No. 2 for the Canal Street Project and other associated Menomonee Valley redevelopment activities. This will include planning and design costs and engineering and site preparation costs. The total amount of all grants shall not exceed $1,930,613 with no Local Match required. The scope of the grants will be for the Menomonee Valley Area.

Whereas, The City of Milwaukee ("City") appears to be eligible for grant funds from the United States Department of Housing and Urban Development and the Sixteenth Street Community Health Center to support the Department of Public Works' Canal Street Project and other projects in the Menomonee Valley; and

 

Whereas, The Department of Administration, Intergovernmental Relations Division, has determined that operation of these Grant projects from July 15, 2003 to July 15, 2007 will cost approximately $1,930,613, 100 percent will be provided by the Grantors; and

 

Whereas, No Local Match is required:

 

In-Kind City Share: $-0-

 

Out-of-Pocket City Share: $-0-

 

Local, Non-City Share: $-0-

 

; and

 

Whereas, The Department of Administration, Intergovernmental Relations Division, has determined that the benefits to the City from these Grant projects appears to exceed the City's Share of costs and other obligations to be incurred under these projects; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that acceptance of two Grants from the United States Department of Housing and Urban Development and one from the Sixteenth Street Community Health Center under the terms specified above, is authorized; and, be it

 

Further Resolved, That the proper City officials and/or the Commissioner of the Department of City Development are authorized to accept such Grant funds without further Common Council approval unless any of the following occur:

 

1. The purpose of such Grant projects are significantly changed.

 

2. The amount of the Out-of-Pocket City Share increases from the amount specified above.

 

3. The ratio of Out-of-Pocket City Share to Grantors' Share increases from that specified above; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Projects/Grants Parent of the 2003 Special Revenue - Grant and Aid Projects Fund, the following amounts for the projects titled United States Department of Housing and Urban Development NI Grant, United States Department of Housing and Urban Development EDI Grant and Sixteenth Street Community Health Center Grant:

2. Create the necessary Projects and Project Level Values and budget to these project values, the amounts required under the Grant Agreements.

 

3. Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of City Development in conjunction with the Department of Public Works, which is authorized to:

 

Expend from the amount budgeted for specified purposes as indicated in the Grant budget and incur costs consistent with the award date; and, be it

 

Further Resolved, That the funds received from the United States Department of Housing and Urban Development and from the Sixteenth Street Community Health Center be deposited in accordance with procedures established by the City Comptroller; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development shall have the authority to authorize transfers within the project budget so the amount expended for any purpose shall not exceed the amount authorized by the budget by 10 percent and such transfers are in accordance with Grantor regulations; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development, on behalf of the City and in conjunction with Department of Public Works, is authorized to enter into contracts and subcontracts as detailed in the project budget and in accordance with City Grant and Aid Guidelines for awarding such contracts; and, be it

 

Further Resolved, That the Commissioner of City Development shall report to the Common Council on a quarterly basis, beginning on or after November 1, 2003, on the status of the use of grant activities obtained pursuant to this resolution."
