Analysis
This resolution amends Common Council File 991056 relative to application, acceptance and funding of the Pilot Ordinance Evaluation Grant. The purpose of the grant is to evaluate the feasibility, costs and effectiveness of the Pilot Project for Lead-Based Paint Hazard Control in residential property. .
Body
Whereas, Common Council File 991056 authorized the Health Department to apply for, accept and fund the Pilot Ordinance Evaluation Grant from the Batelle Organization for the purpose of evaluating the feasibility, costs and effectiveness of the Pilot Project for Lead-Based Paint Hazard Control in residential property. This grant provided for a Grantor share total of $427,934; and
Whereas, The Grantor share for this program is increased by $111,196; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Batelle Organization is authorized and the Health Department shall accept such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects fund, the following amount for the project titled Pilot Ordinance Evaluation Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and, be it
Further Resolved, That all standard resolved clauses articulated in Common Council File 991056 remain applicable; and, be it
Further Resolved, That the Common Council directs that the 2003 Positions Ordinance, Common Council File 020487, should be amended as follows:

To expire 03/31/04 unless the Pilot Ordinance Evaluation Grant, available from the Batelle Organization, is extended. Also funds 0.5 FTE of Public Health Aide position under the Lead Hazard Reduction Grant; and
Amend footnote (D) as follows:
To expire 05/15/05 unless the Lead Hazard Reduction Grant, available from the U.S. Department of Housing and Urban Development, is extended. 0.5 FTE of the Lab Assistant position funded by the CDBG Lead Grant and 0.5 FTE of the Public Health Aide funded by the Pilot Ordinance Evaluation Grant.
