Title
Substitute resolution declaring the vacant, City-owned parcel at 1701-R East College Avenue surplus and authorizing its sale to the United States Department of Labor for redevelopment, in the 13th Aldermanic District.
Analysis
This substitute resolution will result in the sale of a vacant, City-owned parcel for redevelopment.
Body
Whereas, The Common Council of the City of Milwaukee has expressed its support for the establishment of a Job Corps site in Milwaukee by adoption of File No. 020845 on October 15, 2002; and
 
Whereas, The United States Department of Labor has looked at various sites in the City of Milwaukee ("City") for development of a Job Corps site and has decided to acquire the City's 23-acre parcel at 1701-R East College Avenue for this purpose; and
 
Whereas, The Job Corps development will serve low-income youth and young adults, mostly high school dropouts, in the hope of preparing them to secure steady employment in positions that pay family-supporting wages; and
 
Whereas, The Milwaukee Job Corps development will create 70 new jobs, it represents a $28 million investment and will contribute to the local economy; and
 
Whereas, The land to be developed was formerly used as a landfill and it has been successfully closed to the satisfaction of the Wisconsin Department of Natural Resources; and
 
Whereas, The United States Department of Labor is aware of the prior land use, has or will be provided with all engineering reports and other pertinent environmental data regarding the site and agrees to accept the property in its current condition; and
 
Whereas, Given the advanced state of environmental investigation and remediation that has taken place, it is not necessary to provide the buyer with a Phase I Environmental Audit as required by ordinance, however, the Department of City Development ("DCD") will prepare one should the buyer request it; and
 
Whereas, In consideration of the benefits to be derived and in consideration of environmental impacts, the Department of City Development recommends sale of said parcel for the amount of $1.00; and
 
Whereas, The City Plan Commission has determined that said parcel is surplus to municipal needs; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that said parcel is declared surplus, that the Offer to Purchase from the United States Department of Labor is accepted, that the Commissioner of DCD, or assigns, is authorized and directed to perform such acts as necessary to carry out the intent of this resolution and that the proceeds from the sale be credited to the Non-Tax-Deed Property Account No. 983014-0001-1911-5840-2003.
