Substitute resolution related to the application, acceptance and funding of a grant for digital cadastral mapping.
Analysis
This resolution authorizes the Department of Administration-Information & Technology Management Division to apply for, accept and fund an additional grant for digital cadastral mapping from the State of Wisconsin Land Information Board in the amount of $200,368. The purpose of the project is to complete the update and correction of digital maps for remaining areas (totaling approximately 12 square miles and 10,900 land ownership parcels) within the City of Milwaukee.

Whereas, The City of Milwaukee appears to be eligible for an additional mapping project from the State of Wisconsin Land Information Board; and
Whereas, The operation of this grant project from January 1, 2004 to June 30, 2005 would cost $200,368 entirely provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Land Grant Board is authorized and the Department of Administration-Information & Technology Management Division shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Allocate funds within the Project/Grant Parent of the 2004 Special Revenue-Grant and Aid Project Fund, the following amounts for the project titled "Cadastral Mapping Project Grants":

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Department of Administration-Information & Technology Management Division which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%; and, be it
Further Resolved, That the Common Council directs that the 2004 Positions Ordinance, when established, will include footnote (N) as follows:
Positions partially funded (0.5) through State of Wisconsin Land Information Board grant which is anticipated to expire June 30, 2005.
