Analysis
This substitute resolution authorizes the transfer and expenditure of $50,000 for the South 1st - 2nd Street Facade Initiative. This Facade Initiative Project will improve the facades of commercial properties located on South 1st - 2nd Street between Pittsburgh and National Avenue.
Body
Whereas, The 2003 Capital Budget for the City of Milwaukee ("City") contains $50,000 in the Development Fund; and
 
Whereas, The City has an ongoing commitment to the revitalization of neighborhood commercial districts; and
 
Whereas, The City can leverage significant amounts of private investment and improvement to the facades of commercial properties in the subject area if grants were available to assist property owners or businesses to upgrade their storefronts and principle facades; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer $50,000 from the Development Fund Project Account No. UR03390000 to the South 1st - 2nd Street Facade Initiative Account No. UR03394900; and, be it
 
Further Resolved, That said funds are designated for commercial properties located on South 1st - 2nd Street between Pittsburgh and National Avenue and that facade improvement projects will be in accordance with the City-Wide Facade Grant design guidelines established by the Common Council; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development is authorized and directed to enter into contracts and agreements necessary to carryout said Initiative.
