Substitute resolution relating to the selection of the chief of police.
Analysis
This resolution urges the Board of Fire and Police Commissioners to postpone its selection of a new Chief of Police until such time as the City of Milwaukee's new mayor is afforded adequate opportunity to provide his or her input into the selection process. The term of office of Police Chief Arthur L. Jones expires November 15, 2003.

Whereas, The term of office of Police Chief Arthur L. Jones expires November 15, 2003; and
Whereas, Pursuant to Common Council File Number 010871 enacted November 6, 2001, the term of the person appointed after the expiration of Chief Jones' term will be reduced from the present 7 to 4 years; and
Whereas, The City of Milwaukee expects to elect a new mayor in April 2004, the first new mayor the City has had in 16 years, to serve a 4-year term; and
Whereas, In the modern era, few issues are of greater significance to urban mayors than crime prevention and control; and
Whereas, Given the authority vested in the Chief of Police by the Wisconsin State Statutes, it is vital that the City's new mayor be given every reasonable opportunity to provide input into the selection of a new police chief; and
Whereas, The delay of only a few months would not inordinately affect the ability of the Milwaukee Police Department to conduct its business; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Board of Fire and Police Commissioners is urged to postpone its selection of a new Chief of Police until such time as the City of Milwaukee's new mayor is afforded adequate opportunity to provide his or her input into the selection process.
