Analysis
This resolution directs the Department of City Development to provide a status report on all portions of the Milwaukee Public Schools system's Neighborhood Schools Initiative that involve the use of City property, particularly as it relates to the funding for these projects and whether they require that any funds or assets be transferred to or from the private sector.

Body
Whereas, Per Wisconsin State Statutes, the City of Milwaukee is the title-holder to all property used for school purposes by the Milwaukee Public Schools system; and
 
Whereas, The Neighborhood Schools Initiative, conceived as a program to end city-wide busing in return for refurbishing local schools without placing an undue burden on local taxpayers, remains a laudable effort to balance the needs of property owners with the communal responsibility to educate all children; and
 
Whereas, Certain portions of the Neighborhood Schools Initiative, as planned, involve vacant or soon-to-be vacant City-owned properties as potential sites for school expansions or as part of financing arrangements to facilitate other programs; and
 
Whereas, It is incumbent on the Common Council to maintain its role as caretaker and steward of these properties and other assets; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to provide a report on all portions of the Neighborhood Schools Initiative that involve the use of City property, particularly as it relates to the funding for these projects and whether they require that any funds or assets be transferred to or from the private sector.
