Analysis
This resolution encourages the early filing of applications for special event permits relating to events occurring at the same time as the Harley-Davidson 100th anniversary celebration in order to provide city departments a greater opportunity to effectively allocate city resources needed to protect lives and property and to preserve the peace, health, safety and general welfare of the public.
Body
Whereas, Harley-Davidson Inc. has planned a 100th anniversary celebration to be held in the city of Milwaukee from August 28 through August 31, 2003; and

Whereas, The Harley-Davidson 100th anniversary celebration is expected to attract over 200,000 motorcycle enthusiasts and more than 100,000 additional attendees which will challenge the resources of the Milwaukee Police Department, the Department of Public Works and other city departments; and

Whereas, City businesses, organizations and residents are submitting permit applications for special events which include festivals and block parties to be held on the public right of way at the same time as the Harley-Davidson 100th anniversary celebration; and

Whereas, The application process for special event permits involves the approval, review and classification of events by city departments and the approval of the applications by the Common Council at least 30 days prior to the events; and

Whereas, The early filing of applications for special event permits relating to events occurring at the same time as the Harley-Davidson 100th anniversary celebration would provide city departments a greater opportunity to effectively allocate city resources in order to protect lives and property and to preserve the peace, health, safety and general welfare of the public; now, therefore, be it
