Title:
Resolution authorizing acceptance and funding of the 2003 HIDTA project awards.

Analysis:
This resolution authorizes the Milwaukee Police Department to continue its participation in a High-Intensity Drug Trafficking Area (HIDTA) project. The Office of National Drug Control Policy (ONDCP) will reimburse the City for 50% of salaries and fringe benefits, and 100% of overtime expenses for staff time contributed by the Milwaukee Police Department toward HIDTA efforts. This funding comes in the form of four separate grant awards, relating to the four task forces on which Police personnel participate.

Body:
Whereas, The Common Council in file 011134 approved funding for federal fiscal year 2002 for Police Department participation in the Milwaukee HIDTA project; and

Whereas, The Milwaukee Police Department's participation in the HIDTA project for the period of January 1, 2003 to December 31, 2003 would cost $1,877,338 of which $803,929 (43%) would be provided by the grantor and $1,073,409 (57%) would be provided by the City; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that application for HIDTA is authorized and the Milwaukee Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it

Further Resolved, That the Comptroller of the City of Milwaukee is authorized to:

1. Commit funds within the Project/Grant Parent of the 2003 Special Revenue Grant and Aid Projects Fund, the following amounts for the HIDTA project:
