Analysis
The Lincoln Avenue Commercial District Enhancement Project proposes the installation of banners on West Lincoln Avenue between South 5th and 20th Streets.
Body
Whereas, The 2002 Capital Budget for the City of Milwaukee ("City") contains $5,000 in the Neighborhood Commercial District Street Improvement Fund; and

Whereas, The City has an ongoing commitment to the revitalization of neighborhood commercial districts; and

Whereas, The Lincoln Village Business Association began their work in 1996 and is now proposing the installation of banners on West Lincoln Avenue between South 5th and 20th Streets; and

Whereas, The Lincoln Village area was designated as a Wisconsin Main Street Community in 2001; and

Whereas, The Lincoln Village Business Association has consistently invested its time and resources to the improvement of the Lincoln Avenue neighborhood commercial district; and

Whereas, The installation of banners will greatly enhance Lincoln Avenue neighborhood investments; and

Whereas, Private funds will equal or exceed the amount of City funds for this project; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer $5,000 from the Neighborhood Commercial District Street Improvement Fund to Project Account No. ST04082800; and, be it

Further Resolved, That the City Comptroller, in conjunction with the Commissioner of the Department of City Development, is authorized and directed to establish any and all subaccounts and follow the City guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this resolution; and, be it
