This resolution authorizes and directs the City Clerk to create a program on the City Channel televising information identifying those convicted of soliciting prostitutes in the City of Milwaukee and those on the Milwaukee Police Department's "Most Wanted" list.

Whereas, Prostitution, though called a "victimless" crime, is actually nothing of the kind, damaging the lives of the prostitutes themselves as well as those who frequent them; and

Whereas, The presence of prostitutes, particularly in residential neighborhoods, can undermine neighborhood stability and create an image of lawlessness and disorder to those both within and without a community; and

Whereas, Communities throughout the country including Denver, Kansas City, Orlando St. Paul and Oklahoma City have turned to innovative "shaming" penalties to discourage men and women from engaging the services of prostitutes; and

Whereas, These efforts have gone so far as to include the broadcast of identifying information of those who are convicted of soliciting prostitutes; and

Whereas, With police resources limited, the City of Milwaukee is obligated to use every tool at its disposal to combat crime; and

Whereas, The Milwaukee Police Department already maintains a "Most Wanted" list offering information about individuals sought in connection with the City's most serious crimes – information which should be broadcast to the community in every way possible; now, therefore, be it
