Title
Substitute resolution authorizing the transfer and expenditure of $5,000 from the Neighborhood Commercial District Street Improvement Fund to the National Avenue Commercial District Enhancement Project.
Analysis
The National Avenue Commercial District Enhancement Project proposes the installation of banners on National Avenue between 31st and 39th Streets.
Body
Whereas, The 2002 Capital Budget for the City of Milwaukee ("City") contains $5,000 in the Neighborhood Commercial District Street Improvement Fund; and

Whereas, The City has an ongoing commitment to the revitalization of neighborhood commercial districts; and

Whereas, The business owners along National Avenue in partnership with The Layton Boulevard West Neighborhood Association ("LBWN") have consistently invested time and resources into the improvement of the National Avenue commercial neighborhood district and are now proposing the installation of banners on National Avenue between 31st and 39th Streets; and

Whereas, These public way improvements will greatly enhance the National Avenue neighborhood investments already in place; and

Whereas, Private funds will equal or exceed the amount of City funds for this project; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer $5,000 from the Neighborhood Commercial District Street Improvement Fund to Project Account No. STO4082700; and, be it

Further Resolved, That the City Comptroller, in conjunction with the Commissioner of the Department of City Development, is authorized and directed to establish any and all subaccounts and follow the City guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this resolution; and, be it
