Analysis
Section 66.1109(3)(b), Wisconsin Statutes, requires that Business Improvement Districts submit annual Operating Plans for City approval. This resolution approves the Year 2003 Operating Plan for Business Improvement District No. 15 (Milwaukee Riverwalk) and authorizes assessments on taxable property within the said District.
Body
Whereas, The Common Council of the City of Milwaukee ("Common Council") has created Business Improvement District No. 15 (Milwaukee Riverwalk) in the City of Milwaukee and has approved its first year Operating Plan under File No. 931824 adopted March 31, 1994; and
 
Whereas, Section 66.1109(3)(b), Wisconsin Statues, requires that Boards of BIDs submit annual Operating Plans to the Common Council for approval; and
 
Whereas, The Board of Business Improvement District No. 15 (Milwaukee Riverwalk) has submitted its proposed Year 2003 Operating Plan; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Year 2003 Operating Plan for Business Improvement District (BID) No. 15, a copy of which is attached to this Common council File, is approved; and, be it
 
Further Resolved, That the City Treasurer, City Comptroller, Assessment Commissioner and other affected departments are authorized and directed to collect and disburse BID assessments and city contributions in accordance with said Year 2003 Operating Plan and the Year 2003 City Budget; and, be it
 
Further Resolved, That all City officials, departments, boards and commissions are authorized and directed to take all actions and provide such assistance needed to carry out the intent and purpose of this resolution and said approved Year 2003 Operating Plan.
