Substitute resolution authorizing the submittal, acceptance and funding of the City of Milwaukee's 2003 consolidated community development entitlement funding for Housing Opportunities For Persons With AIDS (HOPWA) from the U. S. Department of Housing and Urban Development through the Community Block Grant Administration (CBGA).
Analysis
This resolution authorizes the Community Block Grant Administration to accept HOPWA grant funding in the amount of $483,000 consistent with its revised Consolidated Plan submitted to and approved by the U. S. Department of Housing and Urban Development (HUD) and authorizes the Community Block Grant Administration to execute and implement HOPWA projects.
BODY
Whereas, The City of Milwaukee appears to be eligible for Community Development entitlement funding for HOPWA activity estimated at $483,000 for 2003; and

Whereas, The 2003 Community Development Program activity for the City of Milwaukee has been approved by the Community Development Committee on July 30, 2002 and the Common Council on August 1, 2002; and

Whereas, Common Council File Number 020459 authorized the allocation of community development entitlement funding for 2003; and

Whereas, It has been determined that operation of the HOPWA programs for one year would cost approximately $483,000 of which $483,000 would be provided by the Grantor; and

Whereas, The Community Development Committee on October 8, 2002 approved the following providers for the 2003 HOPWA activities; and

Whereas, There is no local share required for this grant program; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Mayor of the City of Milwaukee is designated as the authorized representative of the City of Milwaukee, in connection with all matter relating to the City's 2003 HOPWA Program; and, be it
