Title:
Resolution relative to application, acceptance and funding of a renewal of the Operation Ceasefire Program Grant (Police Department).
Analysis:
This resolution authorizes the Milwaukee Police Department to renew its Operation Ceasefire Program Grant from the Department of the Treasury, Bureau of Alcohol, Tobacco and Firearms, in the amount of $49,483 with a city share of $23,483 and a grantor share of $26,000. The purpose of the project is to achieve maximum coordination and cooperation between law enforcement agencies to identify, investigate and prosecute felons in possession of firearms, and those individuals, organizations, and sources of firearms who knowingly and willingly facilitate the unlawful acquisition of firearms.
   
Body:
Whereas, The City of Milwaukee appears to be eligible for renewal of grant funds from the Department of the Treasury, Bureau of Alcohol, Tobacco and Firearms for an Operation Ceasefire Grant; and
 
Whereas, The operation of this grant from 10/01/2002 to 9/30/2003 would cost $49,483 of which $23,483 (47%) would be provided by the city and $26,000 (53%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms is authorized and that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2002 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Operation Ceasefire Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
 
3.  Establish the necessary City Share Project Values; and, be it
 
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
