Substitute resolution relating to the 2002 Capital Improvements Budget deferred projects and programs.
Analysis
This Resolution authorizes the release from hold of the 2002 Appropriation for the Remodel Police Administration Building Offices capital improvement project deferred by Common Council Resolution 011615 adopted on April 23, 2002. The deferral was made in light of the uncertainty regarding the shared revenue provisions of the State Budget Adjustment Bill since passed by the State Legislature and signed by the Governor. In August 2002, several projects were released from hold by Common Council Resolution 020601 adopted on August 1, 2002. The Police Administration Building project is pressing and, as the State Budget Adjustment Bill provisions retain 2002 Shared Revenue payments intact, this project may now be released from hold.

Whereas, The Common Council deferred certain 2002 Capital Improvement Projects and Programs by Resolution 011615 adopted on April 23, 2002; and

Whereas, The Council acted in light of the uncertainty surrounding the Shared Revenue provisions of Governor's Proposed 2002 Budget Adjustment Bill; and

Whereas, The State Legislature has passed and Governor McCallum has signed the State Budget Adjustment Bill retaining the originally budgeted level of Shared Revenue payments for 2002; and

Whereas, The state shared revenue issue has been resolved for 2002, it is in the best fiscal interest of the City of Milwaukee and its residents to reinstate the Remodel Police Administration Building Capital Improvements Project 2002 appropriation of $2.1 million; and

Whereas, Common Council Resolution 011615 required that the Finance and Personnel Committee and the Common Council act to reinstate any deferred projects and programs to active status; now, therefore, be it
