Substitute resolution relative to the estimated decrease of 2003 CDBG Entitlement Funds.

Whereas, The Common Council of the City of Milwaukee on August 1, 2002 approved the 2003 Funding Plan under File Number 020549; and

Whereas, The CDBG 2003 Entitlement amount awarded to individual categories in the Funding Plan was based on an anticipated CDBG award of $22,000,000; and

Whereas, The U. S. Department of Housing and Urban Development (HUD) has calculated preliminary numbers for the 2003 Entitlement awards using information based on the 2000 Census data; and

Whereas, Based on HUD calculations from the 2000 Census data the approximate CDBG entitlement award to the City of Milwaukee for 2003 is approximately $21,000,000; now therefore, be it

Resolved, That the Community Development Committee has agreed to adjust the 2003 CDBG award to $21,000,000; and, be it

Further Resolved, That each category previously approved under file number 020549 is amended to reflect the $1,000,000 CDBG 2003 reduction. The reductions for each category are based on the calculations in Attachment A; and, be it

Further Resolved, That the authorization for the funding listed in the resolution is subject to the availability of the Year 2003 community development funding and release of funds for this purpose by HUD; and, be it

Further Resolved, That the Community Block Grant Administration is authorized to prepare and submit the Annual Action Plan for community development funding to the United States Department of Housing and Urban Development (HUD) in accordance with the City's Strategic Plan, and, be it

Further Resolved, That the Annual Action Plan funding amounts awarded to service providers be approved by the Community Development Committee and forward to the Common Council for review and approval prior to its final submission to HUD.
