Title
Subsitute resolution authorizing contracts for health maintenance organizations for 2003, pre-paid dental plans for 2003 and 2004, long-term disability benefits for 2003-2005; amending the contract for flexible choices program for 2003-2004; and extending the contract for fee-for-service dental for 2003 and authorizing the execution of said contracts.
Analysis
This resolution authorizes:
1. The Department of Employe Relations to enter into contracts for health maintenance organizations for 2003 and pre-paid dental plans for 2003 and 2004; and long term disability benefits for 2003-2005.
2. Amending the contract for flexible choice programs for 2003-2004.
3. Extending the contract for fee-for-service dental for 2003.
Body
Whereas, The City of Milwaukee Department of Employe Relations (DER), with Willis Corp. and GBH Inc., solicited responses to requests for proposals for health maintenance organizations (HMOs), pre-paid dental plans and long-term disability insurance providers; and

Whereas, A 5-person team from the City of Milwaukee, including representatives from the Budget and Management Division and Comptroller's Office reviewed the responses and associated costs for each of the 3 benefit programs; and

Whereas, The team is now making recommendations regarding the 3 benefit programs, and DER is making recommendations to extend two other benefit contracts; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that DER is authorized to enter into a contract with the CompcareBlue Traditional Network and the CompcareBlue Aurora Family Network for HMO health services for City employes and retirees in 2003; and, be it

Further Resolved, That DER is authorized to enter into contacts with 3 pre-paid dental providers: Care-Plus Dental, DentalBlue and First Commonwealth for 2003 and 2004; and, be it
