Title
Substitute resolution amending procedure and policy criteria for sale of water to neighboring communities.
Analysis
This resolution amends the procedure and policy criteria for the sale of water outside the City of Milwaukee by requiring communities, which seek to purchase water to:

1. Have adopted a comprehensive plan according to the provisions of s. 66.1001, Wis. Stats., which is often referred to as the "Smart Growth" legislation.

2. Have adopted a comprehensive housing strategy, which integrates affordable housing opportunities to encourage racial and income diversification.

3. Have adopted a comprehensive public transportation strategy, which expands and improves transportation links between disadvantaged persons living in urban Milwaukee County and suburban job opportunities.

In addition, this resolution establishes that the Legislative Reference Bureau in collaboration with the Department of City Development shall prepare a study of each proposed water sale.
Body
Resolved, By the Common Council of the City of Milwaukee that Common Council Resolution File Number 980871, adopted April 20, 1999, is amended as follows:

1. The "Resolved" clause is amended by adding the words "in collaboration with the Department of City Development" following the words "Legislative Reference Bureau."

2. The third "Further Resolved" clause is amended by creating Items #6, #7 and #8 to read:
