Analysis
Adoption of this substitute resolution by at least two-thirds vote of the Common Council of the City of Milwaukee will approve the blight designation of 31 privately owned properties in the vicinity of North 35th Street and West Galena Street, authorize their acquisition by the Redevelopment Authority of the City of Milwaukee using the Spot Acquisition procedures set forth in Section 66.1333, Wisconsin Statutes, approve an Intergovernmental Cooperation Agreement to fund the acquisitions and authorize the subsequent conveyance of these properties and 6 City-owned vacant lots according to the conditions in the Land Disposition Report.

Whereas, As part of the Neighborhood School Initiative, the Board of School Directors for the Milwaukee Public Schools ("MPS") has approved replacement and expansion of the 37th Street Elementary School that is currently at 1715 North 37th Street and has recommended that the school be located on the block bounded by North 35th Street, West Galena Street, North 37th Street and West Cherry Street; and

Whereas, MPS has requested that the Redevelopment Authority of the City of Milwaukee ("Authority") acquire the following privately owned properties on its behalf to assemble the site for the new school:
