Analysis
Common Council File Number 901402, which was passed on June 25, 2002, prohibits smoking in enclosed, indoor areas of city buildings and in city-owned and leased vehicles.

This substitute resolution authorizes and directs the Commissioner of Public Works to post "no smoking" signs at appropriate locations throughout city buildings and city-owned and leased vehicles, and to place cigarette disposal containers at appropriate locations outside of city buildings.

In addition, this substitute resolution reserves $18,777 in the 2002 Common Council Contingent Fund for the Department of Public Works – Operations Division – Building and Fleet Services for the purpose of providing funds for the purchase and installation of "no smoking" signs throughout city buildings and city-owned and leased vehicles, and the purchase and placement of cigarette disposal containers outside of city buildings.

Whereas, Common Council File Number 901402, which was passed on June 25, 2002, provides that no person may carry a lighted cigar, cigarette, pipe or any other lighted smoking equipment in any enclosed, indoor area of a city building, including any hallway, waiting area, rest room, cafeteria, meeting room, lobby or reception area or private, enclosed office of any employe or elected official or in any city-owned or leased vehicle; and
