Title
Resolution relating to the application, acceptance, and funding of We Energies and Milwaukee School of Engineering Grants for the installation and study of a microturbine.
Analysis
This resolution authorizes the Department of Public Works - Operations - Buildings and Fleet Division to apply for, accept and fund:

1.  A grant of $50,000 from We Energies to install a microturbine at the           Anderson Municipal Building at 4001 South 6th Street.

2.  A grant of $50,000 from the Milwaukee School of Engineering Focus on       Energy program to install a microturbine and fund a cooperative research project       between MSOE and the City relating to microturbine technology.
Body
Whereas, The City of Milwaukee appears to be eligible for the following grant funds with respect to a microturbine:

1. $50,000 from WE Energies to install a microturbine at the Anderson Municipal Building at 4001 South 6th Street.

2.  $50,000 from the Milwaukee School of Engineering (MSOE) Focus on Energy program to install a microturbine and fund a cooperative research project between MSOE and the City relating to microturbine technology; and

Whereas, The microturbine is a small natural gas-fired combustion turbine that will run during daytime hours to decrease the building's peak electric demand and save on its net energy bill, as well as serve as an emergency standby generator; and

Whereas, The operation of the We Energies and MSOE grants from July 1, 2002 to December 31, 2002 would cost $150,000, of which $50,000 (33%) would be provided by the City and $100,000 (67%) would be provided by the grantors; and

Whereas, Since funds have already been allocated in the 2002 budget to the Department of Public Works - Operations - Buildings and Fleet Division for the installation of a microturbine at the Anderson Municipal Building, the operation of the We Energies and MSOE grants will reduce the total expense to the City; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the applications for the We Energies and MSOE grants are authorized, and the Department of Public Works - Operations - Buildings and Fleet Division shall accept the grants without further approval unless the terms of the grants change; and, be it

Further Resolved, That the City Comptroller is authorized to commit funds within the Capital Project/Grant Parent Account of the 2002 Special Revenue Grant and Aid Projects; fund the following amounts for the project/program entitled We Energies/MSOE Microturbine Grant Program:
