Title
Substitute resolution relating to the application, acceptance, and funding of a grant, through the State of Wisconsin, Department of Natural Resources, for improvements at the Hawthorn Glen Outdoor Education Center.
Analysis
This resolution would authorize the Department of Public Works/Buildings and Fleet Services to apply for and accept a grant, through the State of Wisconsin, Department of Natural Resources, for improvements to existing trails and slope stabilization at the Hawthorn Glen Outdoor Education Center.
Body
Whereas, It would appear that the City of Milwaukee is eligible to apply for grant funds from the State of Wisconsin, Department of Natural Resources; and
 
Whereas, It would appear that City involvement in this grant and aid program would result in the following benefits to the City:
  • Renovation of existing nature trails to provide improved access and meet current ADA requirements and address numerous slope erosion problems affecting the center;
  • Securing of financial assistance to preserve a valuable recreational and nature based facility used by over 120,000 school children and City residents annually; and
 
Whereas, The operation of the grant would be from September, 2002, to September, 2003, and would cost $134,600, of which $67,300 (50%) would be provided by the grantor and $67,300 (50%) would be provided by the City; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Department of Natural Resources is authorized and the Department of Public Works/Buildings and Fleet Services shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.      Commit funds within the Capital Project/Grant Parent Account of the 2002 Special Revenue Grant and Aids Projects, fund the following amounts for the project/program titled Federal Land and Water Conservation Program Grant Program:

2.      Create a Special Revenue Fund - Grant and Aid Projects and the Necessary Project/Grant Chartfield Values at the Project, Segment, Phase and/or Activity Levels; and to budget to the Project, Segment, Phase and/or Activity Level the amount required under the grant agreements.
 
3.      Establish the necessary City share Project Values; and, be it
 
Further Resolved, That these funds are appropriated to the Department of Public Works/Buildings and Fleet Services which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
 
Further Resolved, That the Commissioner of the Department of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
 
Further Resolved, That the Commissioner of the Department of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and Grant and Aid Guidelines for awarding such contracts; and, be it
 
Further Resolved, That the funds for the $67,300 local share of the expenditure shall be authorized in a future borrowing resolution in accordance with procedures set forth by the Public Debt Commission.
