Analysis
On January 7, 2002 the City entered into a collection services for receivables contract with the Kohn Law Firm.  The City Treasurer has expressed interest in using the Kohn Law Firm on a trial basis to collect delinquent real estate taxes in the interim between the end of the collection cycle and the initiation of the in rem foreclosure.  The trial would determine whether the use of collection services at this stage is cost-effective.  The trial would apply to tax levy year 2000 collections following the close of the collection period ending June 5, 2002.  
 
The current collection contract does not have a fee schedule applicable to the proposed trial.  The Kohn Law Firm has proposed a special fee that would be applicable to the trial only.  This resolution would authorize an amendment to the agreement to incorporate the special fee.

Whereas, The City and Kohn Law Firm entered into a collection services agreement dated January 7, 2002; and
 
Whereas, The parties are interested in amending the fee provisions of the collection services agreement to set forth a fee to cover collection services with respect to a proposed trial collection of delinquent real estate taxes with respect to property scheduled for in rem foreclosure; now, therefore, be it
 
Resolved, That the proposed amendment to the agreement between the City of Milwaukee and the Kohn Law Firm, a copy of which is attached to the file, be and hereby is approved and the proper City officers be and hereby are authorized and directed to execute same on behalf of the City of Milwaukee.
