Title
Substitute resolution approving construction of nonassessable public improvement projects at various locations.
Analysis
This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.
Body
Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and
Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:
1st Aldermanic District
N. Teutonia Ave. Lincoln Creek Bridge (BR10020000/SP032020100) (2080-03-70) File Number 011063: Concrete pavement reconstruction. (Federal/State Funds -- $510,720; Nonassessable Bridge Funds - $146,832; Federal/State Grantor Funds -- $76,608). These funds are to be transferred to the construction account BR30080710.
4th Aldermanic District
W. Highland Bl. Bridge over the Soo Line Rail Road (BR10090000) File Number 020168: Retaining wall repair. (Nonassessable City Structure Fund -- $60,000)
6th Aldermanic District
Kilbourn Park - N. Booth St., N. Commerce St., N. Bremen St. (TD022484027) File Number 950038: Grading, landscaping, wall removal and replacement and asphalt surface. (TID Funds --$2,300,000)

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project: N. Teutonia Ave. Lincoln Creek Bridge (BR10020000/SP032020100) (2080-03-70); and, be it
Further Resolved, That the City Engineer is authorized and directed to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the City's share of the costs for said project: N. Teutonia Ave. Lincoln Creek Bridge (BR10020000/SP032020100) (2080-03-70); and, be it; and, be it
Further Resolved, That upon the completion of project: N. Teutonia Ave. Lincoln Creek Bridge (BR10020000/SP032020100) (2080-03-70); and, be it and a determination of the actual cost(s), it is understood that if the City of Milwaukee's share is less than the amount previously paid, the difference will be refunded to said City.
