Analysis
This substitute resolution authorizes the sale of a tax-deed property to the occupant.
Body
Whereas, When the City of Milwaukee acquired the property at 3817-19 West North Avenue in March 2002 through a tax-deed action, the property was occupied by Malcolm McCrae who was doing business as Sho' Time/Wild Images, family-owned business; and

Whereas, Malcolm McCrae has spent approximately $5,800, as a tenant, making improvements to said property and has offered to purchase it for $1,000; and

Whereas, Upon ownership, Mr. McCrae will renovate the first floor of said property for his t-shirt, airbrushing and graphic design business and the second and third floors for his personal residence; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that 3817-19 West North Avenue, Tax Key No. 348-0971-000-0, is declared surplus and that the Department of City Development is authorized and directed to sell said property to Malcolm McCrae at a fixed price of $1,000; and, be it

Further Resolved, That in the event that the buyer is unable to complete the purchase of said property, disposition automatically reverts to sale via the open listing method at an asking price of $6,800 without further action by the Common Council; and, be it

Further Resolved, That as a condition of the sale of surplus property, purchaser is required to bring property into compliance with applicable building codes within the time specified by the Department of Neighborhood Services or said property may revert back to the ownership of the City of Milwaukee upon action by the Common Council; and, be it
