Title
Substitute resolution authorizing the Police Department to create a pilot study to outsource repair and maintenance for department motor vehicles.
 
Analysis
This resolution authorizes the Police Department and Department of Public Works to seek competitive bids for repair and maintenance of police department motor vehicles for pilot study.  Any contract with a private-sector bidder resulting from this process will require Common Council approval.  The pilot study will consist of 60 vehicles; 30 of which will be repaired and maintained by a private service provider and 30 continue with the Department of Public Works.  
 
Body
Whereas, on April 20, 1999, the Common Council adopted Resolution File Number 990089, relating to outsourcing or privatizing of City services and providing rules by which such outsourcing and privatizing shall be conducted; and
 
Whereas, The purpose of a pilot study is to determine, if, on whole, repairs to the Milwaukee Police Department vehicles can be done more economically and faster using a private vendor than using in-house mechanics;
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council approves the Police Department and Department of Public Works request to create a pilot study to outsource repair and maintenance of police department motor vehicles pursuant to competitive bids as specified in the departments' request; and, be it
 
Further Resolved, That any contract with a private sector bidder resulting from this process shall require Common Council approval.
