Substitute resolution supporting the City and the Milwaukee Public Schools working together to examine ways to reducing employee health care costs.
Analysis
This resolution supports the City and the Milwaukee Public Schools working together to examine ways of reducing employee health costs incurred by their respective employees. This resolution further authorizes and directs the Department of Employee Relations - Employee Benefits Division to work with Milwaukee Public Schools to examine such cost savings and submit a report to the Common Council within 120 days of the adoption of this resolution.
 
Body
Whereas, The City of Milwaukee has a long tradition of delivering services through a close cooperation with various governmental jurisdictions; and
 
Whereas, The City recognizes the central importance that an effective partnership between the City and the Milwaukee Public Schools (MPS) will help provide quality services to citizens in the most cost-effective manner; and
 
Whereas, The Milwaukee Board of School Directors has expressed interest in working with the City in exploring areas of mutual interest which may lead to more efficient delivery of services and cost savings; and
 
Whereas, Both the City and MPS have experienced substantial increases in health care costs for their employees in recent years, and those costs will continue to exert significant pressures on these respective budgets for years to come; and
 
Whereas, There is a need to encourage competition among health care providers by having public agencies with similar health plans negotiate lower costs with providers; and
 
Whereas, It is in the best interest of City and MPS to explore possibilities for coordinating and/or combining health benefits in order to take advantage of economics of scale and costs savings; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council supports the City and MPS working together to examine the potential for reducing employee health care costs incurred by their respective employees; and, be it
 
Further Resolved, That the Department of Employee Relations - Employee Benefits Division is authorized and directed to work with the appropriate MPS officials to examine such potential health cost savings and submit a report of its findings to the Common Council within 120 days of the adoption of this resolution; and, be it
 
Further Resolved, That all City departments are authorized and directed to cooperate to achieve the intent of this resolution; and, be it
 
Further Resolved, That the City Clerk shall forward copies of this resolution to the members of the Milwaukee School Board and the Superintendent of the Milwaukee Public School system.
