Resolution authorizing and directing the Commissioner of Public Works to negotiate and execute a contract with the Wisconsin Department of Transportation for the installation of street trees by City Forces in conjunction with the improvements to West Fond du Lac Avenue (STH 145) from North 19th Street to North 36th Street under the State Transportation Enhancements Program. Analysis
This Resolution authorizes and directs the Commissioner of Public Works (CPW) to execute a contract with the Wisconsin Department of Transportation (WISDOT) for the installation of street trees with Federal and/or State aid using State Transportation Enhancement Funds along West Fond du Lac Avenue (STH 145) between North 19th Street and North 36th Street. Execution of the contract will enable the project to be undertaken with 80 percent Federal and/or State aid for preliminary engineering and construction. The total estimated cost of the work is $31,500, of which the City's share will be $6,300.

Whereas, Common Council Resolution File Number 001171, adopted on March 20, 2001, authorized and directed the Commissioner of Public Works to execute an agreement for the programming and construction of streetscape enhancements along West Fond du Lac Avenue (STH 145) from North 19th Street to North 36th Street with Federal/State Aid under the State Transportation Enhancements (TE) Program; and
Whereas, The installation of street trees along this section of West Fond du Lac Avenue is included in the streetscape plan and is eligible for Transportation Enhancement Program Funds; and
Whereas, WISDOT has indicated that funding assistance of 80 percent of the estimated engineering and construction costs is available; and
Whereas, The Department of City Development (DCD) has agreed to fund the local share of the TE grant project (20%); and
Whereas, The total estimated cost of providing and installing the street trees included as part of this project is $31,500; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the CPW is hereby authorized and directed to execute the contract with the WISDOT for the installation of street trees with Federal and/or State aid using State Transportation Enhancement Funds along West Fond du Lac Avenue (STH 145) between North 19th Street and North 36th Street, a draft copy of which is attached to Common Council File No. 020059, and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That upon approval of this contract, the CPW is hereby authorized and directed to install street trees along West Fond du Lac Avenue between North 19th Street and North 36th Street; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for construction for the project (Expenditure) and transfer to any of these accounts the amounts required under the grant agreements and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000.00, whichever is greater, as follows:
