Title
Substitute resolution establishing a Citizens' Budget Advisory Committee to provide recommendations to the Common Council on budget and other fiscal matters.
Analysis
This resolution establishes a 9-member Citizens' Budget Advisory Committee composed of citizens nominated by the Common Council to reflect geographic representation of the city and appointed by the Common Council President. The President of the Common Council shall directly appoint one member who shall serve as the task force chair, and the City Clerk's Office shall provide staff assistance.
Body
Whereas, The Common Council feels that citizen input in the fiscal matters of the city should be a year-round occurrence, rather than limited to public hearings during hearings on the Mayor's Proposed Executive Budget; and
Whereas, A task force composed of citizen members can provide valuable, outside perspectives of City financial matters; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that a Citizens' Budget Advisory Committee is created, composed of the following 9 members:
1. One member, to be appointed by the Common Council president, who shall serve as chair of the committee.
2. 8 members, reflecting a geographic representation of the City, to be nominated by Common Council members and appointed by the Council President.

Further Resolved, That the purpose of this committee shall be to:
a. Make recommendations to the Common Council relative to the Mayor's Proposed Executive Budget.
b. Make recommendations to the Common Council relative to fiscal matters before the Common Council.

Further Resolved, That the City Clerk's Office shall provide staff assistance to the committee; and, be it
Further Resolved, That all departments are authorized and directed to provide assistance to this committee as needed....
