Title
Substitute resolution relative to application, acceptance and funding of the Tobacco Control Community Coalition Grant.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Tobacco Control Community Coalition Grant project from the Wisconsin Division of Health and Family Services in the amount of $235,622.  The purpose of this project is to establish a broad-based community tobacco coalition to develop a strategic community plan in order to pursue the elimination of tobacco use.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Division of Health and Family Services to establish a broad-based community tobacco coalition to develop a strategic community plan in order to pursue the elimination of tobacco use; and
 
Whereas, The operation of this grant project from 01/01/02 to 12/31/02 would cost $235,622 entirely provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the Project/Grant parent account of the 2002 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Tobacco Control Community Coalition Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.      Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff;
 
3.      Enter into subcontracts and leases as detailed in the grant budget.
