Title
Substitute resolution amending the list of subrecipients who are to receive funding for Community Development Block Grant activities.
Analysis
This resolution amends 3 resolutions relating to award of contracts to agencies for community development block grant activities:
1.      File Number 010831 - for community development neighborhood strategic planning, is amended by deleting "Williamsburg Heights" as contract subrecipient ($62,300) under neighborhood strategic planning area #4 and inserting in lieu thereof "Neighborhood Housing Services."
2.      File Number 001067 for community organizing activity ($50,000), is amended by adding language with respect to authorizing the City of Milwaukee to apply to the federal Department of Housing and Urban Development for an exception for funding to Williamsburg Heights and for the employment of Roberta Allen and LaZanda Moore.  Furthermore, the amendment seeks granting of the exception within 6 weeks from the effective date of the resolution.
3.      File Number 001814 - for community organizing, outreach and neighborhood clean up activity, is amended by adding language to the funding allocation plan ($51,500) with respect to authorizing the City of Milwaukee to apply to the federal Department of Housing and Urban Development for an exception for funding to Williamsburg Heights and for the employment of Roberta Allen and LaZanda Moore.  Furthermore, the amendment seeks granting of the exception within 6 weeks from the effective date of the resolution.

Resolved, By the Common Council of the City of Milwaukee, that File Number 010831, adopted November 6, 2001, relating to award of subcontracts to agencies for community development—neighborhood strategic planning area services, is amended by deleting "Williamsburg Heights" as contract subrecipient ($62,300) and inserting in lieu thereof "Neighborhood Housing Services", and; be it
 
Further Resolved, That File Number 001814, adopted August 2, 2001, regarding a funding allocation plan for community organizing, outreach and neighborhood clean up activity ($51,500) is amended by adding the following relative to Williamsburg Heights:
 
            "That with respect to the approval of Williamsburg Heights, NSP 04, for various activities, that the City of Milwaukee shall apply to the federal Department of Housing and Urban Development for an exception from the Code of Federal Regulations to funding for Williamsburg Heights and for the employment of Roberta Allen and LaZanda Moore and that a response from the department be received within 6 weeks from the effective date of the resolution, timeliness being a critical factor for the City of Milwaukee and the Common Council for provision of services. If the exception is denied, at that time, the Common Council may consider having services provided by another agency."

Further Resolved, That File Number 001067, adopted November 28, 2000 is amended by adding a "Further Resolved" clause between the "Resolved" clause and the first "Further Resolved" clause:
