Whereas, Common Council File Number 920252, adopted June 16, 1992, required the Milwaukee Police Department to submit an annual plan to the Common Council detailing the manner in which it plans to spend federally-seized forfeiture funds; and
Whereas, Common Council File Number 011086, a communication from the police department transmitting the 2002 asset forfeiture plan was reviewed by the Common Council and then placed on file on December 21, 2001, and included 21 proposed spending items totaling $849,000; and
Whereas, Common Council File Number 011085, also acted on December 21, 2001, authorized the police department, pursuant to the 2002 asset forfeiture plan, to accept and expend $144,500 in asset forfeiture contributions for various law enforcement purposes; and
Whereas, Although, historically, the Milwaukee Police Department has received approximately $300,000 annually in asset forfeiture contributions, the amount received in a given year is not certain and the funds are actually transmitted to the City at irregular intervals throughout the year; and
Whereas, Recent events have made the installation, in police prisoner transportation vehicles, of video surveillance equipment capable of making a permanent video record a matter of the utmost importance; now, therefore, be it
