Title

Substitute resolution authorizing the City of Milwaukee to request from the U.S. Department of Housing and Urban Development an exception to Community Development Block Grant conflict-of-interest regulations with respect to Williamsburg Heights Community Block Club Association.

Analysis

This resolution authorizes the City of Milwaukee, acting through its Community Block Grant Administration, to apply to the U.S. Department of Housing and Urban Development for an exception to the regulations governing conflicts of interest in CDBG funding with respect to the Williamsburg Heights Community Block Club.

Body

Whereas, The City of Milwaukee has awarded Community Development Block Grant (CDBG) funds to the Williamsburg Heights Community Block Club (hereinafter "Williamsburg Heights") in the amount of $50,000 for the 2001 program year, and $113,800 for the 2002 program year; and

 

Whereas, Federal regulations governing the expenditure of CDBG funds, 24 C.F.R. §570.611, prohibit the use of CDBG funds to provide a financial benefit to an immediate family member of any person in a decision-making position with respect to CDBG funding; and

 

Whereas, During calendar year 2001, Williamsburg Heights has employed Roberta Allen and Lazanda Moore; and

 

Whereas, Lazanda Moore is currently employed as the Executive Director of Williamsburg Heights; and

 

Whereas, Roberta Allen and Lazanda Moore are the daughters of Alderwoman Rosa Cameron; and

 

Whereas, The Community Block Grant Administration has denied reimbursement for any contract activity by Williamsburg Heights Community Block Club with CDBG funds, as a result of the employment of individuals in violation of the conflict-of-interest regulations set forth at 24 C.F.R. § 570.611; and

 

Whereas, 24 C.F.R. §570.611 permits the City to request that the U.S. Department of Housing and Urban Development (HUD) consider granting an exception from the conflict of interest regulations; and

Whereas, The City wishes to request such an exception with respect to the employment of Roberta Allen and Lazanda Moore by Williamsburg Heights; now, therefore, be it

 

 

Resolved, That the Community Block Grant Administration is authorized and directed to apply to HUD for an exception from the conflict-of-interest regulations with respect to the employment of Roberta Allen and Lazanda Moore by the Williamsburg Heights Community Block Club.
