Title
A substitute ordinance relating to the setting of a boundary line between the City of Greenfield and Milwaukee in the 11th Aldermanic District.

Analysis
This Ordinance provides for the attachment to the City of Milwaukee of the westerly portion of Armour Park and portions of the Wisconsin Electric Power Company right-of-way located immediately south of Armour Park in order to provide for implementation of the Indian Council of the Elderly Project as contemplated in the Intergovernmental Cooperation and Development Agreement-Indian Council of the Elderly Project.

Body
Whereas, Armour Park is part of the Milwaukee County Parks system and is bounded generally by Honey Creek, West Norwich Street, extended, and a Milwaukee alley located West of South 60th Street and is located partly within the City limits of Milwaukee and partly within the City limits of Greenfield; and

Whereas, Armour Park is generally undeveloped and has limited pedestrian and vehicular access due to its location and Milwaukee has agreed to construct a road to provide access to 60th Street from that part of Armour Park to be developed by Three Oaks Circle, Inc. and the Indian Council of the Elderly, Inc.; and

Whereas, Milwaukee County, Greenfield, Milwaukee, the Indian Council of the Elderly, Inc., the Sisters of St. Francis of Assissi, Inc., School Sisters of St. Francis, of St. Joseph's Convent of Milwaukee, Wisconsin, Inc., and Three Oaks Circle, Inc. have entered into an Intergovernmental Cooperation and Development Agreement-Indian Council of the Elderly Project providing for various exchanges of real property in order to modify the overall configuration of Armour Park and further contemplating the detachment of portions of Armour Park from Greenfield and attachment of the same to Milwaukee; and
