Title
Substitute resolution effectuating a provision of the 2002 budget relating to prohibiting the involvement of community services personnel in activities relating to the city's cable television franchise.

Analysis
This resolution effectuates a provision of the 2002 adopted city budget relating to 2 positions – community services specialist, senior and community services coordinator – in the City Clerk's office. They are currently funded out of general city funds. This resolution directs that the 20% of these positions' functions directed to general city purposes not be used for any activities related to the cable franchise agreement.
