Substitute resolution relative to proposed agreement between the City of Milwaukee and the Milwaukee Public Library Foundation.
Analysis
This substitute resolution approves the Agreement from January 1, 2002 through December 31, 2006 between the City of Milwaukee and the Milwaukee Public Library Foundation and authorizes the Milwaukee Public Library to accept, during the term of the agreement, contributions from the Milwaukee Public Library Foundation, for the purpose of library materials, programs, facilities and endowment.
Body
Whereas, The Milwaukee Public Library adds significant value to the City of Milwaukee by helping to create an environment that fosters lifelong learning, increasing the educational attainment of its citizens, and thereby improving the overall quality of life in Milwaukee; and

Whereas, The City of Milwaukee is committed to the operation and maintenance of a strong and exemplary Public Library System; and

Whereas, The City of Milwaukee has had a six year freeze in the State Shared Revenue funding, which is the largest source of revenue; and

Whereas, The Milwaukee Public Library Foundation was created to provide capital, program and library materials funding for the Milwaukee Public Library over and above City support and would like to strengthen the partnership by increasing the annual support for programs and library materials in addition to its periodic support for capital projects and endowment; and

Whereas, The Milwaukee Public Library Foundation and the City of Milwaukee developed a five year written, non-legally binding understanding, with the Foundation committing to use its best effort to increase net support and contributions for library programs and materials from $250,000 in 2002 and up to $1,000,000 annually thereafter and the City committing, subject to the annual budgetary appropriations, to maintain the same level of fundin...
