Analysis
This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held. Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:
1st Aldermanic District
N. 35th St. - W. Cameron Ave. to W. Villard Ave. (ST211130121) File Number 130951: Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (9 - 11-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $43,800; Nonassessable Reconstruction Paving Fund -- $400,000). The total estimated cost for this project including the requested amount is $475,000. This project is anticipated to be completed during the 2014 construction season.
N. 38th St. - W. Florist Ave. to W. Douglas Ave. (ST211130124) File Number 110831: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $31,900; Nonassessable Reconstruction Paving Fund -- $220,000). The total estimated cost for this project including the requested amount is $275,000. This project is anticipated to be completed during the 2014 construction season.

(ST211130107) File Number 130951: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (11-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $12,500; Nonassessable Reconstruction Paving Fund -- $220,000). The total estimated cost for this project including the requested amount is $252,000. This project is anticipated to be completed during the 2014 construction season.
N. 70th St. - W. Brown Deer Rd. to a point 1,000 feet m/l south of W. Glenbrook Rd. (ST211130110) File Number 110831: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (5-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $31,000; Nonassessable Reconstruction Paving Fund -- $360,000). The total estimated cost for this project including the requested amount is $460,000. This project is anticipated to be completed during the 2014 construction season.

Cleveland Ave. (ST211110117) File Number 100837: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (9-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $2,000; Nonassessable Reconstruction Paving Fund -- $50,000). The total estimated cost for this project including the requested amount is $63,000. This project is anticipated to be completed during the 2014 construction season.

(ST211120106) File Number 091545: Concrete alley-type pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary. (Assessable Reconstruction Paving Fund -- $2,000; Nonassessable Reconstruction Paving Fund -- $95,000). The total estimated cost for this project including the requested amount is $110,000. This project is anticipated to be completed during the 2014 construction season.

S. 2nd St. - A point south of W. Norwich St. to W. Howard Ave. (ST211110111) File Number 090907: Pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (8-foot width of tree border area), grading, and tree removal where necessary. (Assessable Reconstruction Paving Fund -- $11,300; Nonassessable Reconstruction Paving Fund -- $210,000). The total estimated cost for this project including the requested amount is $241,000. This project is anticipated to be completed during the 2014 construction season.
14th Aldermanic District
S. Griffin Ave. - E. Malvern Pl. to E. Euclid Ave. (ST21100136) File Number 091545: Pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (8 - 9-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $26,300; Nonassessable Reconstruction Paving Fund -- $300,000). The total estimated cost for this project including the requested amount is $350,000. This project is anticipated to be completed during the 2014 construction season.

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works' Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it
Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That projects: N. 38th St. (ST211130124), N. 70th St. (ST211130110), S. 67th St. (ST211110117), and S. 2nd St. (ST211110111) will be billed after January 1, 2016, but not before 12 months after the project contract has been completed; and, be it
Further Resolved, That project S. Griffin Ave. (ST21100136) will be billed after January 1, 2017, but not before 12 months after the project contract has been completed.
