Title
Substitute resolution relating to the removal of parking meter hoods at various locations in the 4th Aldermanic District.
Analysis
This resolution directs the Commissioner of Public Works to remove the hoods that were placed on parking meters at various locations in the 4th Aldermanic District in the wake of the September 11, 2001, terrorist attacks and replace them with signs indicating that parking is prohibited at those locations from 6 a.m. until 6 p.m., Monday through Friday. These locations are:

1. The 300 block of East Knapp Street.
2. The 1300 block of North Broadway.
3. The west side of the 700 block of North 3rd Street.
4. The east side of the 700 block of North 4th Street.
5. The north side of the 300 block of West Wisconsin Avenue.

Body
Whereas, Following the terrorist attacks of September 11, 2001, the federal government asked the City of Milwaukee to prohibit parking near certain federal buildings as a security precaution; and

Whereas, In response to this request, the Department of Public Works placed "No Parking" bags over the parking meters at various locations in the 4th Aldermanic District; and

Whereas, The federal government has since requested an extension of these parking prohibitions, with no indication as to when or if they might end; and

Whereas, Although the City has the highest respect and concern for the security not only of federal facilities but the residents of the City of Milwaukee, the lack of parking in these highly-congested areas is creating an intolerable inconvenience for those who live and work there; and

Whereas, The Commissioner of Public Works is authorized, pursuant to s. 101-14-1 of the Milwaukee Code of Ordinances, to erect temporary traffic control signs under certain circumstances; now, therefore, be it
