Title
A substitute ordinance to further amend the 2014 rates of pay of offices and positions in the City Service.
 
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of Administration - Office of Environmental Sustainability, Library, Department of Public Works - Infrastructure Services Division, Department of Public Works - Operations Division
 
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Part 1, Section 1 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
 
Under Pay Range 1AX, delete the title "Self-Help Yard Supervisor" and add the title "Self-Help Yard Supervisor (1)(2)".
 
Under Pay Range 1IX, add the title "Enterprise Resource Planning Manager".
 
Under Pay Range 1JX, delete the title "Enterprise Systems Manager".
 
Under Pay Range 1KX, delete the title "Neighborhood Services Operations Manager".
 
Under Pay Range 1LX, add the title "Neighborhood Services Operations Director".
 
Under Pay Range 1MX, delete the titles "Infrastructure Operations Manager", "Facilities Director", "Administration & Transportation Design Manager", and "Environmental Manager", and add the title "Infrastructure Administration Manager".
 
Part 2. Part 1, Section 2 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
 
Under Pay Range 2DN, add the title "Library Volunteer Coordinator".
 
Under Pay Ranges 2FN, delete the current Official Bi-weekly minimum rates and substitute therefore the following Official Bi-weekly minimum rates:
 
Hourly                               22.99
Bi-weekly                   1,839.08
Annual                       47,816.08
 
Under Pay Range 2HX, add the title "Condemnation Program Coordinator".
 
Under Pay Range 2IX, delete the title "Project Manager - Milwaukee Shines" and add the title "Environmental Sustainability Program Coordinator".
 
Part 3. Part 1, Section 7 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
 
Under Pay Ranges 7IN, delete the current Official Bi-weekly minimum rates and substitute therefore the following Official Bi-weekly minimum rates:
 
Hourly                               26.83
Bi-weekly                   2,146.40
Annual                       55,806.40
 
Part 4. Part 1, Section 8 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2014 - January 19, 2014):
 
Under Pay Range 8KN, delete the rates of pay and insert the following rates:
 
Hourly                             18.06                    23.71
Biweekly                   1,444.46               1896.82
Annual                       37,555.96            49,317.32
 
Under Pay Range 8KN, delete footnote "(3)" and insert the following:
 
"(3)      An employee given a promotional emergency or temporary appointment to this title to be paid at these rates: $1,444.46, $1476.30, $1,512.21, $1567.65, $1,621.18, $1,680.59, $1,743.05, $1,807.57, $1,878.72. The appointment shall be at a pay rate that is at least $10 more biweekly than the employee was receiving. An employee who reaches 2080 hours of work at a rate shall advance to the next higher rate.
 
Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 6.  The provisions of Parts 1, 2, and 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2014 (December 22, 2013).
 
Part 7.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2014 (January 19, 2014).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
 
Part 8.  This ordinance will take effect and be in force from and after its passage and publication.
