Body
Whereas, All elected officials are sworn to uphold the Constitution and the Bill of Rights of the United States of America, which guarantee citizens certain rights and civil liberties; and

Whereas, Among the rights and civil liberties of citizens, which elected officials are most fundamentally sworn to uphold are the freedom of speech and the right to assemble, debate and petition the government; and

Whereas, In the aftermath of the tragic events of September 11, 2001, efforts to combat and prevent terrorism have the potential to erode these guaranteed rights and civil liberties; and

Whereas, Although it is imperative that the tools needed to combat and prevent terrorism at home and abroad are provided to the federal Department of Justice and the intelligence agencies, in the words of U.S. Senator Russell D. Feingold of Wisconsin, "It is also crucial that civil liberties in this country be preserved, otherwise, the terrorists will win the battle against American values without firing another shot"; and

Whereas, Efforts to combat and prevent terrorism, which also address the needs of victimized people, help to diminish the threat of terrorism at home and abroad; now, therefore, be it
