Title
Substitute resolution directing the Department of City Development to prepare, in collaboration with other City departments and agencies, a comprehensive guide, for purchasers and owners of one- to 4-unit residential properties, of all programs administered by City departments and agencies that provide financial resources and other assistance for the purchase, repair, rehabilitation or improvement of one- to 4-unit residential properties.
Analysis
This resolution directs the Department of City Development to prepare, in collaboration with other City departments and agencies, a comprehensive guide, for purchasers and owners of one- to 4-unit residential properties, of all programs administered by City departments and agencies that provide financial resources and other assistance for the purchase, repair, rehabilitation or improvement of one- to 4-unit residential properties.
...Body
Whereas, The City of Milwaukee and its affiliated agencies (e.g., Neighborhood Improvement Development Corporation) administer a number of programs that provide financial and other assistance to purchasers and owners of one- to 4-unit residential properties for the purchase, repair, rehabilitation or improvement of those properties; and

Whereas, Because information about these programs is typically provided by multiple sources (e.g, individual brochures, web pages, etc.), home buyers and owners may not be aware of, or know where to look for, all of the City financial and other assistance available to them; and

Whereas, The success of the City's homebuyer and homeowner assistance programs depends in part on public awareness of the existence of these programs; and

Whereas, The 2014 City Budget includes millions of dollars of additional City funding for homebuyer and homeowner assistance programs under the Strong Neighborhood Investment Plan; and

Whereas, The Common Council finds that the effectiveness of these initiatives could be greatly enhanced by making available to all interested parties a single, comprehensive, user-friendly guide to all City programs that provide financial resources and other assistance for the purchase, repair, rehabilitation or improvement of one- to 4-unit residential properties; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that that the Department of City Development is directed to prepare, in collaboration with other City departments and agencies, a comprehensive guide, for purchasers and owners of one- to 4-unit residential properties, of all programs administered by City departments and agencies that provide financial resources and other assistance for the purchase, repair, rehabilitation or improvement of one- to 4-unit residential properties; and, be it

Further Resolved, That all City departments and agencies are directed to cooperate with the Department of City Development in the creation of this housing assistance guide; and, be it

Further Resolved,  That the Department of City Development shall complete preparation of the housing assistance guide within 60 days of adoption of this resolution; and, be it

Further Resolved, That, upon completion of the housing assistance guide, the Department of City Development is directed to place a link to the guide on its website.
