Title
Substitute ordinance to amend the 2002 offices and positions in the City Service under control of the Common Council.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 010468 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration, Administration Division" Delete one position of "Safety Director"; under "Business Operations Division, Procurement Services Section", add footnote designation "(Y)" to one position of "Purchasing Agent-Senior."
Under "Common Council-City Clerk, Central Administration Division, Community Services Section", add footnote designator "(B)" to the following positions: "Community Services Specialist-Senior (X)" and "Community Services Coordinator (X)", and add footnote "(B)" to read: "(B) Positions funded 80% by the Community Development Block Grant."
Under "Department of City Development, General Management and Policy Development Decision Unit, Real Estate and Property Management Section", add footnote designation "(Y)" to one position of "Program Manager"; under "Budget and Management Reporting", add footnote designation "(Y)" to one position of "Budget Management Analyst-Lead"; under "Urban Development Section", delete one position of "Neighborhood Development Specialist (X) (Y)" and add one position of "Economic Development Specialist (X) (Y)"; under "Community Planning & Development Services Decision Unit, Long Range Planning Section", add footnote designation "(Y)" to one position of "Long Range Planning Manager"; under "Development Center", add footnote designation "(Y)" to one position of "Permit and Development Center Manager", one position of "Plan Examiner Assistant Supervisor" and one position of "Principal Planner."
Under "Employes' Retirement System, Management Support Services", delete one position of "Administrative Assistant III" and add one position of "Office Supervisor II."
Under "Fire Department, Supporting Services Decision Unit", delete one position of "Fire Budget & Administration Manager"; under "Firefighting Division, Decision Unit", add three positions of "Paramedic Lieutenant (C)" and delete three positions of "Administrative Fire Captain."
Under "Health Department, Breast Cancer Awareness Program Grant (U)", delete one position of "X-Ray Technician III (NN)(U)(X)"; under "Breast and Cervical Cancer Screening Grant (JJ)" add one position of "X-Ray Technician III (NN)(U)(JJ)(X)" and amend footnote (JJ) as follows: "To expire 09/30/02 unless the Breast and Cervical Cancer Screening Grant, available from the State of Wisconsin Division of Health and Family Services, is extended; under "Information Technology", add footnote designation "(Y)" to one position of "Network Administrator (X)"; under "Buildings and Grounds Division", add footnote designation "(Y)" to one position of "Mechanical Maintenance Supervisor (X)"; under "Vital Statistics Division", add footnote designation "(Y)" to one position of "Research Analyst-Senior"; under "Violence and Injury Prevention", add footnote designation "(Y)" to one position of "Injury and Prevention Program Coordinator (X)"; under "Childhood Lead Poisoning Prevention Program (W)", add footnote designation "(Y)" to one position of "Lead Project Inspection Supervisor (W)"; under "Lead Pilot Project Grant (E)", add footnote designation "(Y)" to one position of "Lead Project Coordinator (HUD)(E)(X)"; under "Pregnancy Prevention Consortium (CDC) Grant (FF)", delete footnote designation "(Y)" from one position of "Health Program Monitor (X)(FF)"; under "Home Environmental Health Division, Childhood Lead Poisoning Prevention Program (W)", delete one position of Health Project Assistant (W)" and add one position of "Lead Program Information Specialist (W)"; under "Health Access and Adult Health, Occupational Health Program", delete one position of "Clinic Assistant (X)" and add one position of "Occupational Health Technician (X)"; under "Sexually Transmitted Disease Clinic, Intervention to Prevent the Spread of Aids (K)", delete one position of "Office Assistant II (.5 FTE) (K)" and add one position of "Office Assistant III (K)" and amend footnote "(K)" as follows: "To expire 8/30/02 unless the Intervention to Prevent the Spread of AIDS Grant, available from the Medical College of Wisconsin, is extended. Also, fund .5 FTE of Nurse Practitioner in the STD/HIV Prevention Training Grant."

Under "Department of Neighborhood Services, Code Enforcement Section", add two positions of "Special Compliance Inspector (X)"; under "Nuisance Control Section", add one position of "Nuisance Control Officer II"; under "Department of Neighborhood Services, Housing Rehabilitation and Financial Services Section", add footnote designation "(Y)" to one position of "Code Enforcement Assistant Supervisor (A)(X)."
Under "Police Department, Administration Services Decision Unit, Community Services Division", delete four positions of "Safety Specialist-Senior", one position of "Office Assistant III", two hundred and ten positions of "School Crossing Guard" and thirty-one positions of "School Crossing Guard (Aux.)"; Under "Child & Community Safety Section", add one position of Safety Director", four positions of "Safety Specialist-Senior", one position "Office Assistant III", two hundred and ten positions of "School Crossing Guard" and thirty-one positions of "School Crossing Guard (Aux.)"; under "Administration Services Decision Unit, Public Information", delete one position of "Public Relations Manager"; under "Administration Services Decision Unit, Maintenance Services Section", delete two positions of "Heating & Ventilating Mechanic II" and two positions of "Custodial Worker II-City Laborer."
Under "Department of Public Works-Administrative Services Division", add footnote designation "(Y)" to one position of "Public Works Coordination Manager"; under "Technology Support Services", delete one position of "Network Coordinator-Project Assistant" and add one position of "Network Coordinator-Assistant."
Under "Department of Public Works, Operations Division, Forestry Section", add four positions of "Urban Forestry Laborer (Seasonal)"; under "Sanitation Section", add three positions of "Sanitation Supervisor"; under "Sanitation Section, Field Operations", delete footnote designation "(Y)" from three positions of "Sanitation Area Manager"; under "Facilities Management Section, Mechanical Services", delete nine positions of "Heating and Ventilating Mechanic II" and add nine positions of "Maintenance Technician II", delete two positions of "Heating and Ventilating Mechanics III" and add two positions of "Maintenance Technician III"; under "Auxiliary Personnel" delete three positions of "Heating and Ventilating Mechanic II" and add three positions of "Maintenance Technicians II", delete one position of "Heating and Ventilating Mechanic III" and add one position of "Maintenance Technician III"; under "Parking Fund", delete one position of "Office Supervisor I and add one position of "Office Supervisor II"; under "Operations and Maintenance Unit", add footnote designation "(Y)" to one position of "Facilities Manager."
Under "Department of Public Works, Water Works, Business Organization, Administration", add one position of "Water Security Manager"; under "Business Organization, Auxiliary Positions", add footnote designation "(Y)" to one position of "Special Assistant - Water (0.5 FTE)"; under "Water Quality Organization", add one position of "Water Chemist II" and delete one position of "Water Chemist II (Aux.)."
Under "City Treasurer, Auxiliary Positions", add footnote designation "(Y)" to one position of "Investments and Financial Services Coordinator (Y)."
Part 2. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 3. The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2002, (December 23, 2001).
Part 4. This ordinance will take effect and be in force from and after its passage and publication.
