Whereas, The former Community Development Policy Committee established a Subcommittee to review petitions from organizations seeking exemptions for staff living outside the City of Milwaukee prior to January 1, 1990, and
 
Whereas, The Subcommittee and its authority have expired per the enactment of the formal Community Development Committee, and
 
Whereas, CBGA continues to receive request for an exemption to the CDBG Residency Policy and would like to rule expeditiously upon such petitions; now, therefore, be it
 
Resolved, That the Community Development Committee on October 9, 2001 agreed that an exemption be granted to the New Concept Self Development Center, Inc.; and, be it
 
Further Resolved, That The Community Development Committee also on October 9, 2001 authorized the Residency Policy to read as follows:
 
Residency.  All directly funded staff hired after January 1, 1990 shall be and remain City of Milwaukee residents.  If Contractor employs non-residents hired prior to January 1, 1990, it may be granted a hardship exemption by the Community  Development Block Grant (CDBG) Director and the Chairperson of the Community Development Committee.  The CDBG Director and Committee Chairperson shall have complete discretion regarding the granting of hardship exemptions, and exemptions may be for any term or subject to any conditions approved by the CDBG Director and the Community Development Committee Chairperson.  A memo regarding any decisions will be forwarded to the Community Development Committee members; and, be it
 
Further Resolved, That the approved revised language be included in all contractual agreements between the City and Subrecipients.
