Analysis
This resolution authorizes the sale of said property to Edward Ferris and Christine Lorenz by accepting an unsolicited Offer to Purchase.
Body
Whereas, On March 5, 2001 the City of Milwaukee acquired a fire damaged property at 2537 West Kilbourn Avenue, Tax Roll Key No. 389-1881-000-2, through an In Rem action; and
 
Whereas, The property, known as the Lester Carr House, was designated as an historic structure by the City of Milwaukee in 1995; and
 
Whereas, Edward Ferris and Christine Lorenz, experienced developers who have saved other historic buildings, have offered to form Carr, LLC to purchase the property for $1.00 and renovate it according to the Standards of the Secretary of the U.S. Department of the Interior; and
 
Whereas, Carr, LLC also will enter into an agreement with the Department of Neighborhood Services for renovation so as to remove the raze order on the property; and
 
Whereas, The Department of City Development recommends acceptance of the Offer subject to final plan approval; and
 
Whereas, The City Plan Commission has determined the property is surplus to municipal needs; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the property at 2537 West Kilbourn Avenue is declared surplus to municipal needs; and, be it
 
Further Resolved, That the Offer to Purchase from Carr, LLC is accepted and the Commissioner of the Department of City Development or designee is authorized to close the transaction upon approval of renovation and financing plans.
