Analysis
This resolution will declare two City properties and a portion of a third property surplus to municipal needs and permit the City of Milwaukee to convey the properties according to the conditions in this resolution and to accept all necessary easements.
Body
Whereas, The Department of Public Works no longer needs the Ward Yard at 942 North Hawley Road and the Waste Transfer Station at 970 North Hawley Road and has requested that the properties be declared surplus to municipal needs; and

Whereas, A portion of the City of Milwaukee ("City") Warehouse at 1016-28 North Hawley Road is situated across the Menomonee River from the rest of the warehouse site and adjacent to the Waste Transfer Station, but is not needed by the City Warehouse; and

Whereas, The City has received an unsolicited offer from the Badger Association for the Blind, Inc. ("Buyer") to purchase these properties for expansion of its adjacent facility at 912 North Hawley Road for $1.00 and consideration of the following items:

1. The Buyer has reviewed the available environmental information and is willing to purchase the properties in their existing condition and to develop the site in a manner that minimizes disruption of any contaminated soil, which will save the City significant money if it had to remediate the properties.
