Analysis
This resolution approves an Out-of-Program Agreement between USF Holland, Inc. and the City of Milwaukee regarding the design, construction and funding of public improvements to support a proposed truck terminal facility to be constructed on the west side of South 6th Street northerly of West College Avenue. The agreement provides that the developer provide all initial funds for the public improvements with the City refunding all but the assessable portion of the storm sewer improvement cost to the developer in the year following completion of the work.
Body
Whereas, USF Holland, Inc. proposes to develop a truck terminal facility on largely vacant land located on the west side of South 6th Street and north of West College Avenue; and

Whereas, Development of the truck terminal facility will necessitate widening and reconstruction of South 6th Street from West College Avenue to the site and construction of a new storm sewer from the site northerly to an outlet into a nearby stream; and

Whereas, An Out-of-Program Agreement has been prepared between the City of Milwaukee and USF Holland, Inc. covering the design, construction and funding of these improvements; and

Whereas, USF Holland will provide all the initial funds required to undertake the public improvements; and

Whereas, The City of Milwaukee will construct the improvements and will refund the non assessable portion of the storm sewer cost in the year following completion of the work in accordance with its normal assessment practices; and
