Analysis
This resolution approves Contribution Agreements between the City of Milwaukee and the Boards of Business Improvement Districts No. 2, 4, 5, 8, 10, 15 and 21. The Common Council of the City of Milwaukee has approved the 2001 Operating Plans for the Boards and the 2001 City budget, which authorizes contributions from the City to the Boards. These Contribution Agreements enable the City to make the contributions and commits the Boards to expending the funds solely for the purposes authorized under their year 2001 Operating Plans.
Body
Whereas, Pursuant to Section 66.608, Wisconsin Statutes, the City of Milwaukee ("City") created Business Improvement Districts ("BIDs") No. 2 (Historic Third Ward), No. 4 (Greater Mitchell Street), No. 5 (Westown), No. 8 (Historic King Drive), No. 10 (Avenues West), No. 15 (Milwaukee Riverwalk) and No. 21 (Downtown Management District) and adopted their initial Operating Plans; and

Whereas, Acting pursuant to Section 66.608(3)(b), Wisconsin Statutes, the Business Improvement District Boards ("Boards") and the City have thereafter considered and approved annual changes to the Operating Plans; and

Whereas, The Operating Plans as changed for 2001 ("2001 Operating Plans") provide for contributions from the City to the Boards to fund, in part, the activities authorized under the 2001 Operating Plans; and

Whereas, The City, by the adoption of its 2001 budget, has authorized the expenditure of $169,000 to fund, in part, the activities authorized under the 2001 Operating Plans; and
